Local politics heat up during Noynoy’s visit in Gapo
Liberal Party presidential standard bearer Senator Benigno ‘Noynoy’ Aquino got a taste of the local political climate in the city during his visit here Thursday.
Even before addressing Liberal Party supporters at the Olongapo City National High School covered court Thursday afternoon, a brief scuffle between supporters of Aksyon Demokratiko candidate Jerome Bacay and unknown group of crowd started outside the gate of venue.
According to supporters of Jerome Bacay, the gate was close to prevent Bacay from entering the venue.
Bacay however managed to find his way inside the school ground through the main gate of the school with a handful of his supporter and proceeded to the stage with Sen Aquino.
Tension rose once again when Jerome Bacay was about to step forward after the emcee announced his name.
Another scuffle erupted just in front of Sen. Noynoy when unidentified men tried to manhandle Bacay and force him out of the premises of the school.
Aquino was being escorted down the stage by his security personnel when he decided to go back and directly address the crowd.
Bacay in an interview with www.subictimes.com said that he went to the rally because he was invited by a certain Mark Figueras who according to him was the Zambales political officer of LP.
“I was even with the motorcade when it started here in the city, naiwan lang kami sa labas dahil sinara yung gate nung mga lalaking nakaputi,” Bacay said.
“Lumalabas kasi sa mga balita na parang nag gate crash kami dun sa rally ni Sen. Noynoy,” he added.
He explained that it is true that he is not an LP candidate but added that his party which is Aksyon Demokratiko is in coalition with LP.
“Kaya nga ako inimbita ni Mark (Figueras), and I have really no idea kung bakit ayaw kami papasukin at pa akyatin sa stage.” He explained.
He added that most of the crowd inside the covered court was his supporters, “that’s why I dont know why we were barred from the event,” he said.
One of Bacay’s supporter identified as Julius Fernandez was mugged outside the school during the brief scuffled.
Bacay identified the attacker as a certain Lito Quinto.
“Tumutulong na nga kami sa pag campaign kay Sen. Aquino dito sa Olongapo dahil Aksyon Demokratiko kami, ganun pa ang nangyari sa amin,” Bacay said.
Bacay further explained that he only stood in front when his name was announced.

“Tumayo ako noong tinawag yung pangalan ko at pupunta ako sa harap para naman makita ako ng mga supporters ko na nanduon sa Jackson. Kaya lang dun na nag umpisa, bakit naman yung kagawad na LP pumunta sa harap hindi nila pinigilan, ako pinigilan nila,” he added.
Bacay left the stage to ease the tension.
Olongapo City Liberal Party Chairperson Lugie Lipumano in an interview with www.subictimes.com denied any involvement during the commotion.
“I will investigate what really happened,” Lipumano said.
Sen Aquino, for his part said, that he did not knew what really happened and that he has already asked the local LP to look into the matter.
Despite what happened, Bacay said he would still support Aquino.

1.) I think many missed the political dynamics. First, after the gate way closed, it was obvious that bacay was not wanted in LP rally. What he should have done is host Sen. Noynoy in an Aksyon Demokratiko rally somewhere else. He is after all not an LP member but the mayoralty bet of Aksyon Democratiko. That is the dignified way of doing things.
2.) Lp is in a coalition with LAKAS Kampi, NPC and Nationalista Party in the local elections under the banner of Team Magsaysay. Naturally, each political group, in the biggest political alliance the city has ever seen, will host their national candidates. Lipumano and the LP will host Sen. Noynoy. The NP and NPC group (Paulino) will host Sen. Villar (NP) and Sen. Legarda (NPC). Congresswoman Mitos and former Zambales Gov. Vic will host Teodoro. Team Magsaysay is the only local group that has this sophistication.
To the politically ignorant and backward talagang mahihirapan intindihin ‘yan. Bihira po mangyari na nagsama-sama ang pinakamalalaking partido sa iisang liderato. In this case, under the leadership of Mitos and Vic Magsaysay.
Team Magsaysay is actually a model for many areas na nagsama-sama ang mga political parties in a united front against an incumbent. In Olongapo City’s case, the coalition is trying to replace the corrupt and incompetent administration of Mayor Bong Gordon.
It only means that Sen. Noynoy, Sen. Villar, Sen Legarda, NPC boss Danding Cojuanco, and Sec. Teodoro believes, and gave their blessings to replace the corrupt administration of Mayor Bong Gordon. And he should be replaced by GOV. VIC MAGSAYSAY.
3.)If you will watch the video carefully, it was a bacay supporter (wearing sky blue)who started the scuffle by kicking a man after Jer Bacay was pulled down from the OCNHS fence. In fact, Jer Bacay (and I credit him for doing so) held him (the guy in sky blue shirt) by the chest to stop him from kicking the guy white cap. Galit na galit ung naka-sky blue na shirt kaya inawat siya ni Capt. Bacay. You can check it out on you tube or any of the GMANews.tv report in almost all the facebook accounts of the Gordon candidates. If you disagree with me, so be it but that is pretty obvious.
Still, violence (whether from the bacay group or the LP crowd that eventually mauled a bacay supporter) should not have happened if we all are politically mature. Did You notice that the Mayor Bong Gordon, Zambales Vice Gov. Anne Gordon and his ticket are try to fan the flames? Why? Because they want to see more violence? Pansinin nyo, lahat halos ng Gordon Supporter accounts and Gordon candidatesaccount sa facebook meron post nung news video. kahit na ung blogspot ni Edwin Piano meron. Stop it already. May nasaktan na. LAhat ng panggagatong at pambubuyo ninyo (mga gordon supporters) ay magdudulot lang ng magulong eleksyon at marami lang ang masasaktan dahil sa ginagawa ninyo.
Kaya sa mga leaders ng Bacay, Gordon at Magsaysay, TAMA NA! The Liberal Party (led by Lipumano) and the Aksyon Democratiko (led by Bacay) should talk and settle their differences. Nasisira si Sen. Noynoy sa inyo habang gatong ng gatong ang Gordon camp para sa kanilang bet na si Dick Gordon. Both Bacay and Lipumano should be mature enough to talk about this over a cup of coffee.

1.) It’s obvious that you don’t know what you’re talking about. A couple of things. First, BACAY was invited by the National LP leadership to be in the LP rally so he could be sworn-in and endorsed by Noynoy as the LP mayoralty candidate in Olongapo. Second, the rally is not only for “LPs.” As a matter of fact, common sense dictates that you would want the undecided to be in the rally so they can hear what Noynoy had to say and hopefully decide to vote for Noynoy.
2.) LP is not a coalition of the different parties. You’re mistaking the political prostitution of local LPs, especially Lipumano, and other non-Lakas-Kampi under Magsaysay ticket, to a coalition or sophistication. How could a LP member, in good conscience, support a candidate from another party (Magsaysay)? By definition they will have different ideologies and platforms. The only reason why Lugi Lipumano is with Magsaysay is because she was promised by Magsaysay that, if he becomes mayor, he will only serve one term then it will be Lugi Lipumano’s turn. If Lugi wants to support and believes Magsaysay, she should leave LP and join Magsaysay political party, whatever party he belongs.
Just to set the records straight, Noynoy did not and will never give the blessing for Magsaysay to replace Gordon as mayor of Olongapo. As a matter of fact, BACAY IS THE OFFICIAL LP MAYORAL CANDIDATE IN OLONGAPO.
3.) Regarding your statement that it was a BACAY supporter who started the scuffle, that is an old tactic and strategy to “spin” what really happened. As TRAPOs, the Magsaysays and the Gordons use people like you, but please do not insult the people of Olongapo with your lies and deceits. Lumang style na yan Chris at kumita na!
At this point, BACAY does not need to talk to Lugi because Lugi has sold her loyalty and dignity by aligning herself with Magsaysay, a non-LP. Are Lugi and the other local LPs able to campaign aggressively for Noynoy in Olongapo? I don’t think so.
KAY BACAY NA TAYO! GET RID OF THE TRAPO SA OLONGAPO! Pareho lang si Gordon at Magsaysay. KAY BACAY TAYO SA MAY 10!
SOME INSIDE SCOOP ON WHAT HAPPENED!
After the gates to Jackson were closed to prevent BACAY from getting in, Lugi Lipumano was approached by a BACAY supporter and Lugi denied giving the orders to close the gate to prevent BACAY from getting in; even though the people by the gate said that they will only open the gates if ordered by Lugi.
After JER BACAY was able to get in, Lugi was yelling for her supporters to open the gates and let the people in.
But then, on an interview, Lugi stated that JER BACAY was a “gatecrasher.”
My question is:
If JER BACAY was a “gatecrasher,” why did Lugi tell her supporters to open the gates? As a, supposedly, local LP “leader,” Lugi should have ordered the event security to stop JER BACAY from getting close to the stage because he was a “gatecrasher.”
On a side note, a member of the National LP leadership, who was behind the BACAY entorage, was also locked-out. Was the member of the National LP leadership also a “gatecrasher?”
Please just cut the bull…t,enough for the sophistication,alliances,political accommodations and everything that is foreign to the common people of Olongapo. At the end of the day everything boils down to what people need. People of Olongapo you have a clear choice, you can either go with the tide of old and worn down traditional politics or make a stand for a change. Let us separate genuine intentions from the usual ulterior motives.If the likes of Jer Bacay would not even make a “small dent” in our political mindset then everything else is doomed. We should be grateful that ordinary people like him dare make a stand for the weak and voiceless people of Olongapo. Please don’t take my word for it just look into his track record as barangay chair of Sta. Rita.

Kahit matagal na ako sa Amerika, sinusundan ko pa rin ang mga kaganapan sa Pilipinas. Noong nakaraang linggo, napabalita ang naganap na “awayan at duruan” sa lugar na kinalakhan ko— sa Olongapo City. Pagkarinig na pagkarinig ko sa balita, agad kong nasabi ang “Huwag naman sana . . .”
Sa isip-isip ko, tayong mga overseas Filipinos ay madalas maka-balita tungkol sa national political scene (o pambansang sitwasyon), pati na ang mga nagaganap sa Kamaynilaan. Pero hindi ba ang balitang mas malapit sa ating puso ay ang mga nagaganap sa local (sa ating siyudad o baryong pinanggalingan)?
Nagiging tampok at nasisingit lamang ang local politics sa national coverage kung may gulo at kontrobersiya. Magandang halimbawa sina Gov. Ed Panlilio ng Pampanga, Gov. Joselito Mendoza ng Bulacan, at Gov. Grace Padaca ng Isabela. Maraming tao (kahit hindi taga-Pampanga, Bulacan, at Isabela) ang masugid na sumusubaybay at sumusuporta sa kanila.
Sa hindi inaasahang pagkakataon, ang siyudad ng Olongapo at ang local politics nito ay lumabas sa national media noong isang linggo. Naging tampok ito sa “24 Oras” ng GMA-TV. Nang hanapin ko ang feed sa internet, ito ay nasa “Youtube” at “Facebook” rin. Ayon sa ulat: “Violence and an earthquake rocked the campaign sortie of Liberal Party presidential bet Benigno “Noynoy” Aquino II in this city Thursday . . . A fistfight broke out on the stage between supporters of Olongapo City’s mayoralty candidates Jerome Bacay of
Aksyon Demokratiko and Vicente Magsaysay of Team Magsaysay, as Aquino was about to deliver his speech before some 3,000 people at the Olongapo City National High School.” Mukhang pinag-tulakan pababa ng stage ang kandidatong si Jerome Bacay ng tawagin ang kanyang pangalan sa stage.
Kahit malayo ako sa pangyayari, nayanig ako lalo na ng mapanood ko ang video ng GMA-7 sa insidente. Kung matindi ang labanan sa national elections, higit na mas mainit ang labanan sa lokal. Ang aking palagay, ang nagpapalala pa lalo sa ganitong sitwasyon ay ang mga establisadong political clans na nasa kapangyarihan. Ang lokal na pulitika ay ang laro ng mga political clans— ang mga “trapo” o traditional politicians ang naghahari sa dapat sana’y democratic process sa mga LGUs (Local Government Units).
Lumang tugtugin na ang “trapo” o tradisyunal na pulitika, maging ang Saligang-Batas ng Pilipinas ay nagsasaad ng pag-kontrol sa mga tinatawag na political clans at dynasties. Ito ang kalakarang “term limits” sa mga elective positions. Gayun pa man, ang lumang tugtugin ng mga trapo ay sinasaliwan pa ng sayaw na ‘Rigodon de Honorable’ (Di ba ang formal na pag-address sa mga pulitiko ay “Honorable?”). Simple lamang ang “steps” ng rigodong ito— magpapalitan lamang ng partners, paikot-ikot, pakumpas-kumpas, pero hindi lumalabas sa sirkulo.
Ang steps ng ‘Rigodon de Honorable,’ ay ang “sila-sila lang.” Sila-sila lang ang nagpapalitan ng posisyon. Halimbawa, term-limit na ang mayor, hahabol naman ito sa susunod sa kongreso, habang ang kanyang asawa, anak, o tiyo naman ang tatakbong mayor. Ang tanging hangad ng mga trapo ay ang manatili sila sa poder at magkaroon ng kapangyarihan sa pulitika, ekonomiya, at katayuan sa lipunan.
Sadyang mahirap makapasok ang pangkaraniwang tao sa nagri-rigodon na mga trapo sa pulitika— madaling ma-etse-pwera ang mga tunay na lingkod bayan. Sa sinumang lumalaban o tumatapat sa mga political giants at clans, binabansagan silang “giant slayer” o “David,” na lumalaban sa Goliath na trapo. Lamang, kakaiba at bibihira lang ang nagtatagumpay na “David”— gaya nina Ed Panlilio at Grace Padaca.
Kakaiba at pambihira itong si Jerome S. Bacay, ang mayoral candidate ng Olongapo na naging tampok sa balita kamakailan. Humahabol siyang mayor laban sa dalawang political giants— ang Gordon at ang Magsaysay. Ang puhunang lakas-loob ni Jerome ay ang pagka-panalo niya bilang Barangay Captain ng Sta. Rita, ang pinakamalaking barangay na may pinakamaraming bilang ng botante sa Olongapo. Napabalitang kung ilang beses rin siyang inalok at niligawan na pumanig sa kampo ng mga traditional politicians. Ngunit napabalita ring matibay na nanindigan si Jerome na hindi siya magpapagamit sa kahit kanino.
Huwag naman sanang manghina ang mga kandidatong katulad ni Jerome Bacay sa mga laban nila sa mga political clans at giants. Alam kong maraming mga “candidates for change” sa buong Pilipinas ngayon. Umaasa ako na sana’y maraming “unsung candidates” sa local elections ang manalo laban sa mga higanteng pamilya. Dahil kung ang “common tao” ay hindi makapasok sa larangan ng representational politics— may demokrasya ba talaga tayong matatawag sa Pilipinas?

Hanggang salita lang naman itong si Jer bacay, nagpupumilit maging liberal pero malayo sa katotohanan. Kung talagang naniniwala siya sa mga adhikain ng partido, ginaya niya sana si Mar Roxas, bayan muna bago sarili. Bago pa mag file ng candidacy yan, pinakikiusapan na siya ng mga tunay na oposisyon ng Olongapo na huwag na munang tumakbo bilang Mayor at makiisa na lang para sa laban sa mga Gordon. Sa mga nakaraang eleksyon, mas malaki ang pag-asa ng oposisyon kung one on one lang ang maghaharap sa pagiging mayor. Binawale ni Jer bacay at tinuloy pa rin. Ayun, tumatakbo mag-isa, walang vice mayor ni mga konsehal man lang. Tandaan, ang Sta. Rita ay hindi Olongapo City! Kung sa Sta. Rita lang aasa si Jer Bacay, eh talagang pang Barangay Captaing lang siya!

Good analogy on Mar Roxas. Pero na miss mo yata ang comparison. Remember si Mar Roxas ang unang kuma-kandidato, then he gave way to Noynoy. Well, if you use that logic, Vic Magsaysay was the first one to express his desire to run; he should have gave way to JEROME BACAY – “bayan muna bago sarili.”
But magsaysay did not give way because his “bayan” is not Olongapo City. magsaysay is not from Olongapo. For magsaysay, Olongapo is a business venture.
It’s time to get rid of the gordons and reject the magsaysays.
JEROME BACAY IS THE REFORM CANDIDATE. HE HAS THE CHARACTER, POLITICAL RESOLVE, AND PERSONAL WILL TO LEAD OLONGAPO TO BE A PREMIERE CITY OF THE PHILIPPINES.

Where was Jer Bacay during the last election when it was Rolen Paulino who was the standard bearer of the opposition against Bong Gordon? You talk about giving way, for your information, Govic already did that when he gave way to Rolen Paulino in his bid for mayor. That was the agreement made years ago and all those in the opposition were aware of that. If Jer Bacay was even interested to run for mayor, he only made that known late last year which surprised everybody.The point is this guy is a loose cannon and not a team player. And this is the one you want to run our city? The guy has only been a Barangay captain for two years ! You really don’t get it, the only chance the Olongapenos have to get rid of the Gordons is with the Magsaysays. They have proven their sincerity and dediication to help the city thru Mitos Magsaysay; can anyone dare say that they were better off with Kate or even Bong Gordon as their rep in Congress? And excuse me, don’t believe that propaganda that the Magsaysays are not from Olongapo. If not for the Magsaysays, Olongapo would never have been a city , read your history!!! You call Jerome Bacay as the reform candidate, what has he done to prove himself as such, has he in any way stand up against Bong Gordon in the way he and his minions have ravaged the city? If Jer Bacay really meant well for Olongapo, he should have supported the lone opposition bet, Vic Magsaysay who at present is the ONLY hope Olongapo has to be FREE of the Gordons. TIME FOR CHANGE!

The magsaysays don’t care about Olongapo City and its people. Ang plano ng magsaysays is to have vic magsaysay win (by hook or by crook), then it will mitos’ turn, then … In other words, it’s another dynasty just like the gordons.
Olongapo does not deserve another political dynasty, another political clan running the city.
